Errr.. What is going on here

The Belfast Telegraph is reporting that the NI Development plan is under fire from the EU Commission.

"The EU Environment Commissioner Margot Walstrom has written to the
Government about its failure to carry out an environmental assessment for the
plan"

But hold on a minute. Margot is the Propaganda Commisioner, she used to run Environment, that is true, but stopped doing the job in 2004. So either the paper is badly wrong, Wallstrom has had a bout of nostalgia, or just maybe the Postal Service is just a lot worse than we thought.
