Council ends in tears

According to reports Blair has canceled his French holiday this year,
"Tony Blair tonight rejected a compromise deal on the EU budget put forward by summit chairman Luxembourg Prime Minister Jean-Claude Juncker, the British Prime Minister's official spokesman said.

The spokesman said that the deal failed to establish a clear link between change to Britain's EU budget rebate and reform of EU finances and involved an ``unacceptable request for additional money'' from the UK."
