No means ... Do it again

At a meeting last night of the Horizon Strategy Club - a French banking organisation - Giscard d'Estaing was quoted as saying that in the event of a No vote in France that there was only one possible response, "we must re-vote on the same text" before the end of next year as stipulated by the rules.
(The ratification must take place within two years of the original signing ceremony)

Meanwhile in today's FT we find,
"“France and the Netherlands should re-run referendums to obtain the right answer" if voters reject Europe's constitutional treaty, Jean-Claude Juncker, current holder of the EU presidency, said yesterday. Reflecting a mood of deepening pessimism among Europe's leaders about the outcome of the two referendums, the Luxembourg prime minister said all 25 EU member countries should continue attempts to ratify the treaty whatever the decision of French and Dutch voters.”
