TV boss blames Constitution for low ratings.
Spanish TV station RTVE's general director, Carmen Caffarel, explains the public channel's historic low audience rates for the institutional campaign on the EU Constitution. According to her ccomments on the Onda Cero radio station yesterday advertisers were unhappy that nobody wanted to watch the television whilst the Constitution as taking up so much air time.
