I knew they were loony tunes

In as much as a stopped clock is correct twice a day, and that your enemy's enemy is your friend, Caroline Lucas MEP and the British Green Party are right to oppose the Treaty on the European Constitution.
But they are still barking.
I have just been sent a copy of her 20 page report, “A Pro-European case against the EU Constitution”. This includes an alternative Green EU Constitution.
My favourite part spotted in my first skim read just has to be this corker,
“Judges of the ECJ shall be nominated by the Committee of the regions, and appointed by the European Parliament, giving due regard to geographical spread and gender balance”.

Words really do fail me. EU Law Blog, can you provide some assistance here?
