Bailing him out

"Like any citizen, a commissioner is entitled to have a political opinion… the impartiality of the president obviously is not in question"
Françoise Le Bail, Barroso's spokesperson after Commission President Barroso had broken all sorts of unwritten rules and turned up in his parties election broadcast before they were thrashed in last week's elections.
Well the best definition for the word impartiality that I could come up with is,
"The absence of any bias toward or away from a particular person or opinion."

So recording a general election campaign video seems to have broken that particular rule.
