What do they mean?

Lead member seminars: the councillor's role in promoting personalisation and safeguarding
Is a seminar being organised for senior council officials and the like.
The language makes me weep. Worse whilst from reading further I think I understand what safeguarding is, that is providing protection for,
safeguarding adults in vulnerable circumstances
What the hell is personalisation?

In any normal democracy, GT, one could be forgiven for thinking that meant 'devolution of power' - but then we don't live in a normal democracy.

We already have the Vulnerable Groups Act, which is not worth the paper on which it is written. Qualifying as a 'vulnerable adult' - as I live in Sheltered Housing, one of the 'qualifications' for being a vulnerable adult - I am supposed to be CRB checked because I do charitable work amongst 'vulnerable adults'!

Do these people know WTF they are talking about?

Ummm... You vulnerable! Oh boy protect us.

Well we are all vulnerable, mostly to the depredations of a rapacious state and its agents.

But no, I haven't a clue
