What's in a name?

A friend has just sent me an invitation that he received from the European Commission ofice in London.

To think a name and job title could so vividly conjour images of black leather jackboots, thick drab grey overcoats and shrill footsteps echoing around a stone-clad square.

Quite amused by his phone number too, do you think that was deliberate on the part of the Commission?
