What's in a name?

A friend has just sent me an invitation that he received from the European Commission ofice in London.

To think a name and job title could so vividly conjour images of black leather jackboots, thick drab grey overcoats and shrill footsteps echoing around a stone-clad square.

Dear Colleague,

I would like to make you aware of the following event organised by the European Commission in cooperation with the Embassies of Bulgaria and Romania (see attachment).

With kind regards

Quite amused by his phone number too, do you think that was deliberate on the part of the Commission?
